PRICKWILLOW VILLAGE COUNCIL

MINUTES OF THE MEETING

HELD ON MONDAY 7 JULY 2008 AT 8.00PM

IN PRICKWILLOW VILLAGE HALL

Present:

Tony Pearson, Jean Pearson, Wendy Wilson, Jackie Petts, Pat Langston, Doug Langston, Mike Wilson, Angela Shipp, Robin Pearson, Edward Rice, Dave Simpson Apologies from Bob Matley

1)          Tony welcomed all present.

2)         Minutes of previous meeting were signed and approved.

3)      Matters Arising:

Village Plan - Jackie said she felt she had to stand down regarding the Village Plan but was reassured when Tony said she was well-suited to formulate this for Prickwillow. He further expounded that a questionnaire should be done as quickly as possible (samples had already been distributed) by a sub-committee in order to retain interest within the village. Pat said this process should stimulate discussion within the village. Edward was concerned about collating information: once amalgamated what would happen to it? It was agreed that Edward would progress this.

Funding – Tony said funding was needed for specific items; if we had no specific items to fund, the sub-committee could at present stand down.

Grass Cutting – comments that grass cutting was a bit Ōhit and missÕ; it appears that improper tools are being used ensuring an inferior job. Tony feels letter should be written to ACRE asking how we might secure funding in order to pay a contractor to do the job for us properly. Wendy said she would need details before contacting Jo Fitzpatrick.

War Memorial is under repair.

Footpaths – PPP would be willing to arrange grass cutting and maintaining of footpaths once areas in question were notified to them.

MembersÕ Biographies – there are still some outstanding: Angela, Dave, Pat & Doug, Edward and Bob – please supply details to Jackie asap.

4)      TreasurerÕs Report

Angela reported that although we had £474.55 in the bank the actual balance should show £422.45 as two cheques we had issued had not been presented. There will be a bill for £275 from Marcus for work undertaken on the War Memorial. It was suggested we again contact ACRE and ask for help with funding for repair of War Memorial as War Memorial Trust needed a plethora of forms filled in before giving aid.

5)      Reports from Outside Meetings

Jean said that the telephone box in Main Street was to be removed; Lark BankÕs box had been vandalised and it was unclear as to how long it would remain in existence. Advent of mobiles has made them obsolete.

Looking at Local Development Framework, it is unlikely that affordable housing will become available in Prickwillow as we have no transport network. Jean asked if car sharing scheme could be pursued? Edward said that this could be progressed through the Village Plan.

Jackie mentioned that Local Development Framework was a legal document that all councils must have. It allocates land which would in future be suitable for housing/retail/warehousing, etc. It did not go into detail like the Master Plan but could be viewed on local council website. The Master Plan has been delayed due to more public consultation.

6)      Recycling in the Village – Pat said that they are finding it difficult to get proper bags/sacks left after recycling is collected. Pat has found that she is not alone in this; others in the village were also suffering the same fate! Jackie said she would like to know facts as she is on the Recycling Committee. Pat said you can email any requests for bags to David White at david.white@eastcams.gov.uk who will be happy to help.

7)      Speeding – through the village seems to have got worse. Previously mentioned that traffic calming would not be considered due to farm machinery using village roads. Speed limit through the village seems to be ignored. Jean said that residents could attend the next Neighbourhood Panel Meeting on Wednesday 30th July at St MaryÕs School in Ely at 7.00.pm. to express their concerns on this and any other matters of local interest.

8)      Condition of Roadside Footpaths – overgrown once more. This was to be brought to the attention of Highways. There is a 13-week lead time for work to be done once a request has been submitted; this means the soonest we could get work done would be middle of October. Why werenÕt we included on a yearly schedule after bringing this to the attention of the Highways last year? Wendy to contact council and query with them.

9)      AOB – Edward said a member of the village had asked if a mattress left lying on a driveway could be removed? As it is private land, it couldnÕt forcibly be tidied up. It seems a shame when some people donÕt take a pride in their surroundings, particularly since we are trying to keep the village neat with grass cutting measures implemented.

10)    Christmas Meal – to be held after the November meeting at the Ship Inn, Southery. Angela investigating/booking

Tony thanked all for attending; the meeting closed at 9.15pm

Date of next meeting– Monday 1 September at 8pm in the Village Hall.
