1) Tony welcomed all present including Maria Wallis and Malcolm Sargent once more and Bob and Jan Matley.

2) Minutes of 2 July 2007 had omitted that Wendy had invited Insp. Adam Gallop to send a PCSO to a attend a Prickwillow Village Council meeting but was informed this was unlikely to happen as they tended to concentrate on the latter half of the week; these were amended for approval and signature by Tony Pearson. Wendy to send these to Ely City Council.

3) Reports back from Ely City Council Meetings and other meetings attended on behalf of Prickwillow Village Council:
Jean had issued a report from her attendance at a meeting on 23 July: there were no concerns with the planning application for a house to be built on the site of a bungalow at Padnal Bank. When Street furniture was discussed, Jean was able to thank the Council for our Notice Board and confirm that a letter would be sent to them in due course. When the PCSO report for June was presented, Jean did voice our concerns that we could not have a visit on a Monday evening due to lack of man hours. The City Council is to request a meeting with the Sector Sergeant in the near future which Jean has requested she attend. There was a small article in the Ely Standard this week asking people to apply for grants from the city council. As our Secretary was on holiday our Chairman requested the appropriate forms, as they have to be returned to the clerk by the 31st August. (See next item.) |

4) TreasurerÕs Report
Doug said there was £218.50 in the bank account. Doug and Tony had met and filled in the forms requesting a £75 grant from City of Ely Council (copy of form presented at meeting) to cover our running costs for the next financial year. It was noted that in future, this should be discussed at the July meeting to avoid rushing to meet deadlines.

5) Matters for discussion:
i) Tony stated that he had enquired as to the ownership of the waste land in Kingdon Avenue but no-one claimed ownership. It was decided to approach Land Registry for a final adjudication and the Village Council would pay the fee.
ii) 16 Main Street, dropped down kerb planning permission refused. Jackie, Tony and Wendy had spoken to Mr Rhodri Morris; it would appear it is too dangerous. Wendy to write and tell Mr Morris that best plan of action is to try and get compensation for planning fees, as advised incorrectly.
iii) Martin Gowler met by Tony and Wendy regarding overhanging hedge obscuring road traffic view on entering Main Street. He said he has a budget to cut back bushes and grass three times a year. He felt Highways had done all they could and the problem of speeding motorists added to the problem, which we agreed.
iv) Village Green and grassed areas need to be kept tidy. Investigation needed – District Council should be approached; Jackie to pursue. Angela said possibly the County Council was responsible for the upkeep of Lark Bank? Can one man or a group of volunteers get insurance so that we can do it ourselves or can we hire someone to do it? Are there drawbacks? Is there a reasonable, cost-efficient person out there willing to do this? Marcus Pinion has all the gear, would he be able to do it? We need to have a list of all the areas that need work before approaching anyone.
v) The Prickwillow Village Cricket club colours will be provided by AngelaÕs husband, Nick.
vi) Estimate to clean and repair the war memorial had been received from J K Memorials Ltd for £1,350 inc VAT. RobinÕs last estimate had been about £100 to have it cleaned, so this was somewhat of a shock! (It also says work to be carried out before Nov 2007.) This is not a matter which falls within the council domain as war memorials were set up by public subscription and no future thought for maintenance was taken on setting up these monuments. Is the war memorial on county land? And if so, what happens if it falls over?
Tony to write to the War Memorial Trust to investigate funding
Letter to Sonia has been sent regarding upkeep area around war memorial; Wendy personally delivered this, offering help in providing plants. Sonia said she had wanted to plant Rosemary around the war memorial which is appropriate as it is associated with remembrance. Wendy to write letters to Frohocks and Tabbs Nursery asking if they would wish to donate suitable plants.
vii) Remembrance Day. Poppies are being provided, wreath has been paid for. Poppy distribution to be organised by Tony. Distribution throughout the village needs to start around the end of October at the latest and will be undertaken by all Village Council Members.

6) Any Other Business
i) Vicky Keenan had written to Prickwillow Messenger about dogs fouling along Old Bank, asking owners to clear up after them. Is it worth asking the Parish Council to place a dog bin at this point on Hereward Way? Jean to investigate further. Tony reported that Vicky said that since her letter had been printed there had been an improvement. Tony to email her, informing her that a dog bin request will be forthcoming.
ii) Mike reported that the flashing 30mph light had not been working. This coincided with the fact that new a street light has been installed nearby.
iii) Malcolm reported that there had been flooding down Kingdon Avenue when it rained. Jackie to investigate as it seems there is a problem with the drains there? Mr Matley said that men had appeared to investigate but nothing appears to have happened yet. The sewers seemed to be dry – is there a blockage? Could this be connected with the flooding?
iv) Jackie mentioned that rules re car parking in Ely are under discussion. There is to be a new car park at Angel Drove.
v) Jackie also said that plastic bottles would be collected from spring 2008. Pat said all plastic and paper recycled through HiamÕs means they get paid for it. |
